I had the same thought when I first posted this. BUT, Fathers should be able to also have the tests also performed at independent testing centers, and if the results contradict the hospitals original results, the hospital gets massively sued and the offending parties within the hospital are fired and banned from the medical field! Maybe not the perfect solution, but a step in the correct direction.
