It's empty, meaningless. The president doesn't make law, he signs it into effect. Furthermore he's a sitting president at the end of his term, no one is going to do him any favors because there is nothing to gain from it and he knows it.

He's grandstanding, it's sort of what you expect from a biden anyway.
