Spicer filed to keep his job. He was appointed by Trump and had 2 years left of the "appointment." Biden fired him, and the court upheld his firing. Essentially this proves almost all of those upper jobs serve at the whim of the president at the time so now Trump can get rid of a lot more people than they were saying he could.
