A new system is needed absolutely everywhere.

The best system that I can imagine right now, and I'm no expert, would be set up like a jury pool, where a group of names is pulled for each position from some master list of qualifications, and then some process vets the group, and a winner is pulled out of a hat.

The biggest argument against this is that same stupid rhetoric for term limits of "we need experienced people to run things". That argument fails immediately because new people are elected all the time, and secondly, the permanent (((bureaucrats))) run things anyway and tell these elected officials how to vote.

New blood fixes a lot of inherent corruption. But the other problem is that cycling people out ever two years leaves more and more people "knowing" everything and eventually able to spill the truth about what is really happening.

I seem to recall some stories my uncles told about how that nobody ever "retired" from the CIA, and a lot of top officials just asked to be given a little time to get their family in order and asked for a quick death. No idea if that true, but the saying goes "two people can keep a secret if one is dead".
