There must be thousands of recreational FPV drone pilots in the US. Just take an FPV up there and take a peek. I bet citizens could easily figure this out long before gov bureaucrats can get anything done.

You can get 5watt units on Amazon branded as flashlights. Those will blind you in a matter of seconds. Of course you wouldn't be able to force your eye to stay open, but that's the point. It will still damage in microseconds.
