Might just be our natl security apparatus at work. What if these drones are tracking gang activity in preparation for mass round ups? Just a thought. If they were a threat, we'd know by now I think.
You can use clear plastic on them for most parts making them invisible at any kind of distance. When you see one next time try and think what it would look like if it was clear and didn't have a light on it. Then how much that would go unnoticed...
