I have watched this process and they often times have someone at the school to administer shots, and they will not take no for an answer.
They get paperwork afterwords, as well as a bus schedule and course list with teacher names.
Far as free lunch and such they MUST provide proof of no income, but many districts provide it anyways for breakfast often times.
