If Putin strikes the UK, he'll target military assets. Equipment, not personnel. He'll be sending a message, a show of force, to urge the people to pressure their government to stop the insanity. He won't do anything that will make the people demand retaliation.
We see Iran playing the same game when they strike Israel.

Yes. It would cost the UK government lots to help the attacked, but that attack would also necessitate a response, versus a massive show of force that would scare the UK population into demanding that they stop killing Russians for no reason.
