1st) Mike - They have over 16 cities over 1 million and are spread out.

2nd) Russia has enough nukes to obliterate every large US city 3x over. They have built so that they could survive a 1st strike. You won't be winning any nuclear war with them.

3rd) Russia has spent a lot on civil defense. The US has left their population (but not their elites) defensless.
