On which cities do you drop your remaining five nukes? You can use multiple nukes on one city if you feel like it.

Do we even need to, at that point? But I guess the five biggest population centers in Nigeria, since they have the highest black birth rate. Could maybe toss a couple at India's denser cities since they're so highly concentrated, even if their birth rates aren't that bad.
