Can confirm for Cancun. I was all around Cancun twice last year and the shit is much better than America. Granted it is a tourist area, but still. Less than half the litter of NYC and bums and beggars are probably only 5% of what they are here. Edit: Cancun has a large, upper middle class community that feels like it could be Scottsdale. Everyone driving late model cars and living in upscale condos in gated communities.
