I made many of those when I was a kid.
We didn't have surgical tubing so we used strips cut from a bicycle innertube.

That's a serious tool.

I don't like it and here's why:
Look at the shape of the branch and tell me it won't try to rotate in your hand when you draw back. One arm is in line with the shaft and the other is off to the side. When you pull back, the lower one will pull away from you while the other will try to turn it in your hand. This will affect the accuracy as well because when you release, it will instantly turn and put rotation on your projectile, causing it to curve mid-flight.

Next is the band. Though it may appear that the lashings are securing it, keep in mind when you stretch rubber, the diameter of the rubber shrinks. The rubber attached at the handle will likely slip upwards and hopefully stop when the loop gets tight across the lashings. But, the rubber on the business end will almost certainly slip out.

The lack of patine and the presence of wood grains sticking out of the surface of the wood suggests that it hasn't been used before. It looks dangerous and awkward to the operator and I wouldn't use it.
