If I didn't know any better I'd say he tried to punk the motorcycle in a rage incident and sped off realizing what happened. The car that stopped to give him a hug is not the car who made contact as he explained, he slammed on his breaks. The driver who crossed overlike a psychopath just drove off, knowing he was guilty, and they weren't even by a exit so it's not like he needed to change lanes quickly.
