i dont doubt places that have bad winters have tunnels in strange places. weve got a grammar school here that used to be an old military barracks which has boarded over tunnels to the yarra river (probably to keep the shit that floats down the river out, rather than people in)

Knew a guy who claimed to have been a foreman on a boring crew. He was dead nuts on everything else he said. Solid. Said he worked a x-country tunnel from Midwest to Denver area and one from Denver to SoCal. I have to go with plausible.
