You can get a marriage contract drafted that does not involve the state and you would then file with the county recorder with an affidavit specifying that you are not entering a contract with them by this filing but simply recording the event for legal recognition purposes only and that you specifically deny any affiliation, agreement, contract or any such association with the state whatsoever.

Well then she abandoned them, but even though the dad has custody the courts refuse to cease his child support payments made to the state and held in their coffers for her until the children turn 18 at which point they will be relenquished to the state's funds.
