Gimmicked "new" deck. Also skill. If you do the on table shuffle too well (cards collated one at a time from each half), and do it twice you can basically permutate between different forms of unshuffled decks. You can also do an over hand shuffles that are basically useless.
Think about the table shuffle. If you divide right in half you have aces at the top of each side. Now you have two aces at the top next to each other. If you split it in half again now you have four aces at the top. You just switched between an AKQ..AKQ.. ordering to an AAAAKKKKQQQQ ordering.
Now where do the fours come from? He gimmicked opening a new deck. So his set up order is AA...AA...33...44...

Bicycle decks are all organized, from the factory, in their sealed packages, in exactly the same way. Every time. Every deck, when first opened, is in exactly the same order as every other Bicycle deck you can buy. This guy knows where every card in that deck is, and has the skills required to move those cards around via perfectly accurate shuffling and cutting. It's hard to know for sure with the frame rate of this video, but it looks like he probably also used a little sleight of hand on the first shuffle and the "cut" he did at the end.
The deck of cards was opened at the bottom and stacked ahead of time.
(I do a bunch of these card illusions. I don't do tricks, that's what whores do for money.)

Notice how he didn't fan the deck to show you that the cards were aligned like they would be when it is a new deck of cards? Well, that's because it was already stacked and closed from the bottom so he could appear to be opening a new deck.

Similar to how TCG cards are all cut from a single sheet and packaged, if you know the order of cutting and packing (the algorithm used) and how the sheet is cut, you can build a probability of what cards will be in what package of what box. This becomes significant if you know a specific vendor has a large sequential number of boxes, allowing knowledge able individuals to hunt up rare cards with regular sucess.
In this guys case, his probability requirements are much less stringent as poker cards use a much smaller set of cards to draw from and are always consistent with the cards in each package (there is no randomness in the pack). So knowing how the manufacturer sorts the cards and knowing exactly what cuts he needs to make, causes what would seems to be unlikely to be very controllable.
He's also able to pull off the exact cuts to the deck, so he's very skilled.
