Idiot discarded it in 2013. The drive surely would have degraded over time buried and, in the elements to be completely unusable/ unreadable.

TLDR:
Seems guy has his own set of specialists to do the excavation (at no cost to the council) but like typical govt bureaucrats, are refusing to allow any excavation of the land fill citing 'environmental impact'. Even being offered 10% for a successful recovery.

Those on the Council should all have experienced some unfortunate accidents, long before.
