Putin has previously warned Western countries that granting permission for Ukraine to use high-precision, foreign-made weapons to strike targets deep inside Russia would mean their direct involvement in hostilities, since the Ukrainian military cannot operate such weapons without Western military personnel.
They're chewing up the Ukrainians on almost all fronts, but all their warnings about previous
red lines got ignored with no consequences. New warnings lose a lot of deterrent effect when previous warnings weren't backed up with the claimed responses.
