Maybe "terrorism" only because it was really indiscriminate about who got killed and injured when they detonated. Pretty much the same as the "strategic bombing" in WW2 turned out to be. There was no way to know who had the pagers and where they were. Some of those could have been sold or given away to people who had nothing to do with Hezbollah, plus killing or injuring innocent people nearby.
