It's probably pretty hard to get incarcerated in shitholes like India and Africa. How do they even give a description of a suspect there? Telling the cops you got robbed by a skinny nigger with ashy skin and smells like shit isn't gonna be enough information to really start an investigation. Oh, and you have to bribe the police to even pretend to do an investigation.

When I lived in Pakistan, I recall street beggars with one hand and a stump for the other. They would have a brass vessel hanging by a chain from their stump, begging for money because they can’t work. They were hobbled for stealing. They would be found squatting in doorways, on corners in Rawalpindi, near the open market. Also in the center of Islamabad, just north. The term used for begging was “baksheesh”, or something of that nature.
