Once the basic concept is acceptable, all you'd really need would be a speedy boat and motor.

I was thinking of the vacation trade for tourists, like for fishing.

Sell slots on your boat to individuals or groups and take them out trolling, with a big cooler full of beer, and a bunch of polo or croquet mallets.
Play "whack-a-nigger" at sea.
