Local PD don't like me at all. I been calling them on their bullshit, as well as city governance, and I have figured out why more people don't do it.
First off with cops you MUST make reports of misconduct to them so that it can be investigated and found they did nothing wrong. It is so that a paper trail of negligence is documented.
After that you have to notify them of and why you are going to sue them, once that is served and filed the city attorney is going to investigate and come to the same conclusion obviously.
Then the city manager is going to do a probe and provide you with a detailed mess of bullshit.
They can also take as long as they wish and keep fucking up too, keep harassing you, and you have to do the same process with each and ever instance.
I have proof they are not investigating by their detail of investigating and resolve with 3 of the cases I have brought to them, and requested that the IA division officer not investigate any more claims as it is shown he isn't doing them properly.
You cannot just lawyer up, doesn't work that way because he will have to do the same shit as I am doing. Added that most lawyers won't take the case unless you are bloody or have bullet holes.

It also helps to have them investigated for going against/ failing to comply with their own Department policy - most cop IA Investigaton is 'Administrative' and not criminal sp it's important to show they did not comply with policy/ procedure (filling out reports correctly - excessive force etc etc) and like you said leave a paper trial of reports/ misconduct on their permanent record, whether or not it is sustained or otherwise.

The reason that they can get away with kidnapping someone is that they misrepresent people as persons who do not have the natural right of liberty. The can't kidnap "by the book" if that assumption is refuted. In that case if they proceed without due process it becomes criminal fraud.
Well, they had a search warrant and an arrest warrant from a complaint made back on Feb 28th where we made a report of on the 27th.
They got an arrest warrant may 31st and the search warrant July 12th and served both on July 16th.
Showed up with 25 officers at 0823, had a shotgun pressed against my temple and walked my son down the street in his underwear, only to drop it 23 days later and say they did everything by the book and was an honest mistake.
So now I am ensuring they do everything by the book, and for that I have 8 dash cam videos where they follow me around, 5 videos of their drone over my home.
2 videos of them sitting at the end of my street.
A recording of the capt of the PD telling me when I reported an officer rolling the stop sign out front of my house that it isnt like they sit at the end of my street watching me all the time.
Council person won't address this, city manager refuses to address it, mayor told me I should have such an attitude and that he doesn't work on my schedule for a meeting to address this.
The state's attorney won't call back, attorney general won't call back, my local representative told me to shut the fuck up, when I attempted to attend a city council meeting police told me if I took one more step it would constitute deadly force.
