Is he the one who mounted the scope? I could see him being handed the rifle with the scope on backwards as a joke, and he raises it up to aim then takes a moment to figure out wtf is wrong with the view from the scope. Someone takes a photo and bam, he's lambasted as an idiot.

He committed the ultimate sin. He brought embarassment to the US Navy. Giving a commander EMI is a huge deal for officers.
