-Below 80 it's easy to tell because they have this retarded look.
-Below 90 they have a small vocabulary and it's obvious they can't follow a normal conversation.
-90 to 100 is a little tricky. Usually you have to ask them to do something to realize they didn't understand a word. This is actually quite disappointing with friends and family.

There was a girl we knew growing up. She was adorable. A real sweet heart. Drank and smoked with her a few times as my group and hers would sometimes mingle.

Many years later, I had a chance to briefly speak with her and realized she seemed rather slow and stupid. That, or she was stoned and drunk in a public setting.

I cannot judge her for being dumb as she was subjectively beautiful and peace loving and will be a loving mother for a lucky husband one day.
