The Russians still have traditional communications with the majority of their troops. Realistically they could start the same network up on another platform within a week.

It wouldn't take much longer for deployed troops to create new accounts and join Angry_Bear_Communications_Network v2.0.

i'm told that he sold vkontakte but kept telegram. i'm not too well informed on the matter so take my info with a grain of salt
