The plan is make California reserved for the elite and empty most of the place.

Time to take out the state legislature and make California liveable to Americans again. (((They))) are so very happy the good people are leaving. Is it time for communes? Get creative to lessen taxes greatly. Make your home a place of worship--i think prayer group a couple times a week suffices and numbers don't matter. Run a "business" out of your home. Start a 501(c). Just anything but abandoning one's home state. This isn't my home state and things are getting worse in my home state, but I am witnessing the purposeful destruction of a most beautiful state. So the only people living here will be the welfares, the rich, and the cartel.

You can tow the diesel train with an electric locomotive when inside of California and switch them after crossing the border. This is not uncommon in Europe when the train has to travel routes without overhead electricity.
