This is common. The NATO alliance only calls for members to treat an attack on any member as "an attack on themselves". It does not require all members respond militarily, and if a state doesn't actually have assets that are damaged, they can always claim "we did treat their attack on our fellow NATO member as if it was an attack on us, and if it was an attack on us we wouldn't have escalated by responding".

So to make the alliance a defacto agreement that any attack will be responded to by all alliance members with military action, alliance members will post units in areas that will make sure they are attacked if an enemy invades. If Germany has forces in Poland and Russia invades, the German population and government are going to be much more willing to respond militarily if their forces were also attacked.

NATO members rotate units in and out of border regions all the time to assure their alliance is a credible deterrent.
