Why involve the government. This can be done more effectively with private enterprise... Anyone can simply run an advertisement and pay for this themselves. Trick is to pump up the numbers. You could double the effect if you convinced black men that vasectomies are cool. The men are more consistent in not wanting the child so a decision they have more control over is going to give you more consistent results. He's also less likely to personally benefit from the welfare associated with the child which accounts for at least half of that 60% where women are not murdering their infants.
