I think this is the Iranian tactic. You let your proxies keep up their smaller attacks which drain a lot of money out of the Israelis. Iron dome rockets cost a lot more than the rocket they shoot down. Houthies keep messing with shipping and an Israeli port goes bankrupt. The Israelis are the ones that need the big war to save their economy/current government by then getting the US fully involved. Iran is slowly bleeding them and it would probably be a mistake for them to go all out at this time.
