I think at minimum you need a paramilitary wing , and a political wing for support of the population, both financial and ideological, deplore violence while acknowledging the grievances of the paras, etc.

It all gets kinda jewy and Machiavellian in the end tho.
Targeting government and business leaders does seem to be the way to go. This will lead to over reaction , crackdowns that make life more difficult for the populace, so you have to harness and focus that resentment and anger towards the government, and not let it be turned on you, that is the key imho
