Some of america's best years are considered to be after this until about 1960 no? So generations raised in the 1920-1933 era would have been making a 'positive' impact during this time until 1960 no?

Blew up is an understatement. The wealthy still had all the alcohol they wanted, gangsters became integral to daily life to provide it, and the poor...well the poor were told to fuck off like always. Government tax revenues were decimated, affecting many social services.
