Start a lawn mowing business. No you're not going to mow a single lawn. What you're going to do is put an ad in the paper saying you're going to pay kids or anyone $10 an hour or maybe $15 an hour to mow lawns. Then you're going to have a lawn mower and you can have a vehicle that you can move the lawn mower around with. You going to start with an old push mower. Then you're going to go door to door in the neighborhood handing out flyers are hanging them on door knobs saying that you'll know their lawn for I don't know $40 depending on how long you think it's going to take. Once you get the contract you're going to send your buddy over there that you're paying $15 an hour or two to mow the lawn you're going to have some gas cost you can have some delivery cost you going to make 20 bucks per lawn.
And you're going to have a real business because you are not doing the work yourself you're hiring employees to do it for you.
You're not going to spend a lot of time incorporating doing all this kind of registration until you've gotten a few clients. When you're actually making money then you're going to start to spend the money to protect yourself. Yes that's going to involve a little bit of risk in the beginning because you really don't want that employee to cut his foot off before your registered as a company or whatever but the alternative is to spend a whole lot of money to incorporate or do a limited LOL LLC and some other things and you're still going to get sued if your employee cuts his foot off.
I got plenty of work, but it's physical and sometimes dirty. It's hard to get most people to follow directions or to do their best, so I'm always looking workers.
I don't pity fools, so if that's your style then find a Walmarx.
You're going to go door to door and neighborhoods and you're going to offer to clean their gutters for $50 or maybe $150 depending. Never be afraid to ask for more. A lot of retired people want their gutters cleared and they don't want to risk getting up there and doing it themselves. You going to take a lot or you're going to climb there and you're going to get together. You going to give him a discount for cash.
You're going to get somebody with a cricut to make yourself some good stencils to paint curb Street numbers with. Then you're going to go door to door and you're going to drop off flyers and put hanging flyers on doors that say you'll paint their street number next week at a certain time and anybody who signs up and it's $40. You going to practice with your stencils before you paint anybody's curb you're going to get yourself some spray paint you going to practice making different numbers and then after you hear how many people in that neighborhood want you to paint their number you going to go out there in one day and you're going to collect $40 from each one of them and you're going to paint their curb.
Temp agencies work for the company's HR department.
OP needs to get a head hunter. The difference being that the head Hunter works for him and is motivated to cut through the bullshit, cut through the line of temp agency applicants, and put OP in front of the boss, not HR.

low skilled jobs are hiring right now because schools starting. Its not what you're looking for but if you need something for right now now and the next few months for seasonal work. In a pinch amazon is always hiring.
