30 bucks for a full tank of gas is hardly "astronomical". It just raises the price of imported goods. Which means people become more reliant on local goods. depends on what your definition of astronomical is.

To cause real upsets, like mass riots, gasoline needs to get to about 28% higher than the highest average per state.
For example in california, to see anything happen, you'd need average gas prices to be about $8.25/8.30 a gallon.

To see organized militant pushback, you'd need to see prices at about 70% higher than the highest national price average per state. Looking at something like $11/gal for california, or for texas $7.98 a gallon, though the inflation rates needed to trigger anything probably vary by state.

Fuel didn't stop flowing, but it also did not get as high as it did during the lockdowns.
More importantly even the lockdowns did not reach the numbers I've cited here as a tipping point.

Once the cost of gasoline reaches half the average hourly wage ($21), you'll see things snowball. Historically when cost of living reached 50% or more of gross income, you end up seeing armed revolts. Go look at the historical record of nations that faced revolts, and what inflation was before then.

Gasoline is a public facing marker, a public psychological measuring stick for when this will come about.

For the fact that State Governors are similarly issuing Executive Orders adds spice to the pie .. the Founding Fathers at no time intended any person should "rule by decree" no matter who they are or what position they hold.
