The reason an airplane at one mile away might appear the same size as one at 250 miles away is due to the limitations of human vision, specifically the concept of angular resolution.
Angular resolution refers to the smallest angle between two points that the human eye can distinguish. When an object is very far away, the angle it subtends (the angle it appears to take up in your field of view) becomes very small. For example, an airplane at 1 mile away subtends a larger angle than one at 250 miles away, but both angles are so small that they fall below the threshold of what your eye can distinguish as different sizes. See how the moon looks bigger in the pic on the right? It's from the zoom. The ISS appears "smaller" than the 747 even with the extra zoom. That's because it's farther away from you than the airplane.

The way angular size works, an object gets further away. It will appear smaller. 250 mi is too far away to see a Boeing 747 at all.
