In the US the standard is Brandenburg.

Needs specific place, specific target, and needs to tend to incite 'imminent lawlessness'.

Lower federal courts have tended to lower the bar for incitement if it involves terrorist recruitment though...

I believe the Espionage Act also forbids revealing classified information if the intent is to harm the United States...
