You have to get just enough balloons to balance the weight (plus a little more so it floats) and a tether/rope strong enough to hold the weight in dynamic tension.

Floating balloons should be outlawed if they use helium, full stop.

Helium is a limited resource and used in many medical and scientific research fields and in MRI machines. Not filling balloons with helium from the start would help everyone and all the animals.

But I don't think politicians are that forward thinking.
