Well, Austria will need to leave the EU for this to happen. The EU literally has mass migration as a cornerstone policy for EU membership. Even now Hungry is being fined by the EU commission for not taking their quota of migrants to the tune of $200 million euro and something like $1 million per day they continue to fail to comply.
