From what they show this looks like a well tended nigger neighborhood. There are no rules or law in nigger neighborhoods so they slowly rot away. Repairmen, delivery drivers and the like do whatever they can to avoid it so shit doesn't get repaired. All that untended grass hides more bugs and shit that infiltrate the buildings and speed up the decay.

I've drive through some horrific nigger neighborhoods and they are like horror movies
