Huh? I thought they've already got this one figured out. It's for temperature regulation so you don't cook the semen.

You can notice this yourself, in icy-cold baths/shower/weather your scrote will contract. In hot baths/saunas/weather your scrote will loosen up and dangle a bit more.

I guess we really are regressing scientifically. Gotta love all those doctors/engineers/scientists/researchers/etc coming in over the border and pushed through no-fail classes(unless you're White).
