I can tell you that the cops were in the wrong on this one. Do you know how I know? Because if he had actually done something illegal they would have arrested him. When cops aren't arresting you and are still interacting with you and bossing you around they are just out harassing people.

And apparently they touched him, but didn't arrest him. So we have cops that think they can touch people over non-arrestable offenses (aka non-offenses).
