If they used the food truck to slowly migrate them away by luring them with snacks ... it kind of sounds EXACTLY like a plan that would combat drug addiction. Well, you can at least HERD the addicts where you want them to go. A locked up addict with no drugs will keep them sober. I wonder how many addicts they could smuggle away in a truck that big before people started noticing?
