The U.S. gave them the weapons upon the condition that they would NOT be used against targets inside Russia. They were only to be used defensively within Ukraine's borders.

What the article doesn't say is the US just used the Ukrainian hand to hit a satellite ground station, and ballistic launch detection radars further to the east of Crimea. That is a major escalation, as it implies trying to blind Russia before hitting it with nukes.
