Are you sure though? Had you heard anything of the sort in the years prior?
Since the 2nd amendment says "regulated militia" they are thinking if they can ban militias they can neutralize the second amendment.
Completely plausible. They can't ban the guns directly, just say "okay everyone is part of the militia, which gives them a right to own guns. But the militias, in order to be 'well regulated' must regularly organize and train to be 'well regulated', and these things are muh terrorism, so by extension militias are banned. Not part of a militia? No gun for you."
As far as schemes go, it's definitely a reach by retards, but hey, anything is possible these days.
makes me wonder if the 'civil war' and 'prepper' communities aren't astroturf pushes to push a culture towards the trend of militia formation, popularizing that.
Then they say "oh look, too many potential terrorists, and 'dangerous fanatics'. The public is too polarized left/right. We need regulations. Licensing. Taxation. Forms to fill out, with names, and addresses, and who owns what."
And that eventually becomes an approval process, oversight, regulation, and piece-meal elimination of the activity itself. Do it just right, and in 20-40 years, you end up with it mostly being a giant hassle, and it fades from the culture as a viable idea (already happening on its own), something only geriatrics do.
Until they outlaw it completely, even if illegal to do so, and mostly no one complains or puts up a fight.

The more they ban them, the harsher the sentences will have to be, the more they will have to publicize these shutdowns.
And the more they publicize them, the more people will want and seek to join or start militias.
Evil and totalitarianism are both self-defeating.
