Is this presumably when 'non-residents' don't even have to have a license to operaste a vehicle on public roads?.
I recall a traffic stop in a completely different State on ytube - car load of illegals - didnt have license, or obviously insurance - made him wait for someone with insurance to drive - nothing about no license. Guess that is only a lawful requirement for 'Citizens'.
