Hamas, created by Israel to undermine the PLO and Arafat, is the elected government of Gaza. They are made up of the "civilians of Gaza". Palestinians are not allowed a military and their "police force" isn't allowed any weapons.

As recent as 2019, Nutandyahoo was asking his supporters to give money to Hamas because the West Bank doesn't politically support Hamas and this division keeps them separated.
