I believe there's some kind of internet debate over the name Hubert. Personally, the word evokes a sort of overweight normie that's blander than bland in every way. A normie haircut, but in a style that shouts 'clunky and outdated'. Clothing that's halfway between normie and factory uniform. Not technically retarded, but a good fit for a supervised job at the local sanitation facility.

Was amused by the number of posters heaping effusive praise and adoration on 'Hubert'.
