I would divide the population right down the middle using class envy, racism, and propaganda as a weapon. Then I would start telling both sides carefully modified truths about each other. Of course I would need access to the associated press or Reuters or something. Step 3? Profit.

So far it really isn't working. I mean they've been dividing the population along these lines for over half a century and only gotten some minor flare ups.

I would weaken everyones IQ with small bit of poison in everday products produced by companies that have tons of pruducts, like soap, bakeware, and preservatives, also I would give away pharmaceuticals while getting insurance companies to pay up. Anything to lower peoples IQ, I would also promote degeneracy STD's for everyone and no girl shall be married unless she is well used up and on meth etc.

I don't think the goal is civil war. They just need to keep people divided and allow society to decay. There is no need for civil war when everyone is homeless and/or a drug addict and/or a criminal and/or a degenerate. When everyone is miserable but unable to do anything about their misery (or anything, for that matter), then the "elites" can offer any solution they want and people will flock to it and beg for it, even if it is a horrible solution.

It's a well-known phycological tactic of trauma based control. Keep the individual disrupted, unbalanced , uncertain and in fear and they will more readily acquiesce to all manner of things they would have previously dismissed outright if they notice at all..
