McVeigh played by the ATF-FBI's own rules.

The ATF-FBI intentionally shot, tortured, terrorized, starved, tear-gassed, and then burned innocent women and children alive.

If anything McVeigh showed more mercy by making a single strike, rather than following the FBI-ATF's 3-4 week long torture, and assassination tactics.
