Just because someone is Jewish does not make them dual citizens, that's what this guy seems to be infering.

Former chairwoman of the FED Yellen is not a citizen of Israel.

However Stanley Fischer who was appointed as vice chairman by Obama was in fact a dual citizen.

Except that there are several Jews on his list that he does not say "dual citizenship with Israel" for. Meaning, there is a distinction that he is making. I don't think he just forgot to say "dual citizenship with Israel" for a several of them.
