Just had a commie let slip they have spies in rural areas who will use video on their cell phones to help call in drones and shit on rebels when the civil war happens. Get to know your neighbors and remember to play it lefty so they think you're one of them. You'll find your spies soon enough. Also might want to locate all cell phone towers and have alternate means of communication.

Depends on several things:
1) Who is, in fact, in physical control of the electricity.
2) Who is, in fact, in physical control of the cell system and towers.
3) Whoever then benefits from whether that system is up and running or not and can recieve intel from it, and recieves power or not.

Might be best, strictly from a clean slate perspective, to just drop them all, first thing on day one.
